Sack of weed? The article I quoted said "less than a half-ounce of marijuana."
Source?
Either way, none of the charges you described point to criminal activity that would justify seizing his money, which is why the judge ordered it returned 3 months ago.

WOW!! As of recent Jermaine Sanders charged with, "Resisting Public Officer, Injury to personal property, DWLR, and speeding as well with the sack of weed and nearly $17.000 in vehicle.. He/she got to be from Wilkes County fo sure. Maybe i'm wrong but there is such a thing as probable cause which needs a Judge consent/order, but he probably was so messed up he didn't remember if he gave consent or not....

On November 16, Mooresville police detained Jermaine Sanders, then searched his vehicle (that he wasn't in) without his consent. They found "less than a half-ounce of marijuana" in the car, along with $16,761 of his personal money. They then arrested him for a misdemeanor charge for possession, and seized his money.
In November, a judge ruled that his money needed to be returned, and that they had basically just robbed him.
As of Tuesday, they still haven't returned it!
So a judge ruled that if it's not returned within 7 days then she'll put the whole board of commissions, chief of police, and anyone else considered responsible for returning his money in jail for contempt of court!
