Wasps. They dig a hole. Sting another insect, paralyzingly it, then they lay eggs inside the host. They bury it in the hole.

Help! What insect is digging holes in my fall veggie garden?
Happened to walk by one of my raised garden beds today and found that something is busy digging perfectly cone shaped holes in the dirt. If you look closely, occasionally you can see little bits of dirt flying out of the hole, but you cannot see an insect. I just recently sowed some fall greens which haven't even begun to sprout yet. What is this bug ??? and how do I get rid of it?
