Iran paid us $1.7 billion for military equipment, and we simply never delivered. Iran brought the claim before the US-Iran Claims Tribunal and we settled by releasing $400 million in exchange for military prisoners.
He didn't "give" them anything, he was legally obligated to refund them for a purchase that we didn't deliver.
